How does Meta charge for WhatsApp messages?
Meta bills per message, not per conversation. Until 1 July 2025 it charged once per 24-hour conversation window; that model is retired. Every template message is now billed individually based on its category and the recipient's country, and only when it is actually delivered.
The practical effect is that cost now scales with how many templates you send rather than how many conversations you hold. A brokerage having long conversations with a few leads pays less than one sending a single template blast to many.

You are only charged when a template is actually delivered. Failed messages are not billed.
Be careful with third-party pricing pages: several UAE agency blogs quote marketing at "AED 1.20-1.45 per message", which is roughly eight times Meta's actual rate. Those figures bundle the provider's markup and platform fee into the per-message number.
What is the 72-hour free entry point window?
When a customer starts the conversation from a Click-to-WhatsApp ad or a Facebook Page call-to-action button, every message you send for the next 72 hours is free — including templates, not just service replies. This is the most valuable rule for a brokerage running lead ads, and the one most often missed.
For a Dubai brokerage this is close to the whole cost model. Portal and Meta lead ads are the dominant source of enquiries, and a lead that arrives through a Click-to-WhatsApp ad can be answered, qualified, reminded and booked inside 72 hours without incurring a single message charge.
The practical consequence: route paid lead generation through Click-to-WhatsApp rather than a web form that you follow up with a template. The form costs you a marketing template per lead. The ad costs you nothing for three days.
Why did my WhatsApp costs suddenly triple?
Almost always because a template was re-classified from utility to marketing. Marketing messages cost 3.2 times what the same message costs as utility (AED 0.183 against AED 0.058), and Meta reviews and re-categorises templates on its own initiative — without warning.
A "reminder" written like a promotion will be re-categorised. The category is judged on how the message reads, not on what you named it.
To keep a template in the utility category:
- Reference the customer's own enquiry, booking or viewing explicitly.
- Avoid promotional language — no offers, discounts, "don't miss out", or new-listing pushes.
- Keep it to information the customer is expecting because of an action they took.
A message saying "Your viewing at Marina Gate is confirmed for Tuesday 4pm" is utility. The same message with "— and check out our 3 new Marina listings!" appended is marketing, at triple the rate for the whole send.
When are WhatsApp messages free?
Two windows make messages free. The 24-hour customer service window opens whenever a customer messages you: every reply inside it is free, however many you send. The 72-hour entry point window applies when the customer arrived from a Click-to-WhatsApp ad and covers templates too.

A brokerage answering inbound enquiries conversationally pays almost nothing. A brokerage blasting outbound marketing templates pays for every single send. The cost difference between those two operating models is far larger than the difference between any two providers.
What do providers charge on top of Meta's rate?
Meta's rate is not the only cost. Business Solution Providers add their own margin, commonly 10% to 100%+ of Meta's base rate. Some also charge a platform fee per user per month, and UAE providers frequently quote a one-time setup fee on top.
When comparing providers, ask three questions:

Even at 2,000 enquiries a month — well beyond a typical Dubai brokerage — Meta's bill is roughly AED 116. If those enquiries arrive through Click-to-WhatsApp ads, the reminder falls inside the 72-hour window and the bill approaches zero.
Now compare that to the platform side. A per-agent platform at AED 176-499 per agent per month costs a 10-agent brokerage AED 1,760-4,990 monthly — between 61x and 173x the AED 29 messaging cost at 500 enquiries.
The messaging is cheap. The seats are not. Any evaluation that focuses on per-message rates while ignoring the seat model is optimising the smaller number by an order of magnitude.
