The best real estate CRM in Dubai depends on price shape, WhatsApp handling and off-plan structure, because no CRM is RERA-approved or DLD-approved. Published pricing runs from AED 220 per user (PropSpace) to AED 9,900 a month for 50 agents (WIYO). Tend charges from AED 499 per agency, 3 to 30 agents included, extra agents AED 99.
Every "best CRM" list in this market is written by a CRM vendor. This one is too — Tend is one of the products compared below, judged on the same criteria as the rest, including the ones where a competitor wins. The shortlist that follows covers PropSpace, WIYO, Jexa, Salesforce, LeadRat and Tend, with each vendor's published price and publication date, and names where each competitor is stronger than Tend.
The best real estate CRM in Dubai is not decided by feature count. Five criteria separate these products: the shape of the pricing rather than its level, whether WhatsApp is the primary channel or a forwarding add-on, whether off-plan projects and payment plans are first-class records, whether the conversation belongs to the agency or the agent's handset, and whether the vendor publishes a price at all.
Two criteria are deliberately excluded. Regulatory approval is not a differentiator, because no CRM is RERA-approved or DLD-approved — Trakheesi permits and DLD registration are obligations on the brokerage, and software can store the fields but cannot confer the approval. Certification is excluded for the same reason: it is effectively universal in this segment, so it separates nothing.
Because of the size of the average brokerage. The Dubai Land Department recorded 32,294 registered brokers across 9,785 brokerage offices at the end of 2025. That is 3.3 agents per office — the typical Dubai brokerage is a handful of people, not a floor of them.
Per-agent pricing is designed for the exception. At 3 agents, a per-seat product looks cheap; the cost only becomes visible at the moment a firm hires, which is the moment it can least absorb a step change. Flat per-agency pricing inverts that: the bill is highest relative to value on day one and falls per head as the team grows.
Neither model is wrong. They suit different firms. A 25-agent brokerage with uneven agent productivity often pays less per productive seat on a per-agent plan, because it can decline to license the agents who are not closing.
Seven products qualify. Ruby CRM, SmartLeads Expert, Retyn and PropCRM are actively sold here but publish no monthly price, so they are named rather than tabulated — a shortlist cannot be costed from a page that does not carry a number. Figures below are quoted from each vendor's own published material, because pricing in this segment moves.

A comparison that finds no competitor strength is marketing. These are the honest reads.
PropSpace is the most complete on property management. The AED 11 per unit per month line is a genuinely different product from a sales CRM, and a brokerage with a managed rental portfolio has a requirement that most WhatsApp-first tools do not address at all.
WIYO is the closest direct competitor on off-plan and is transparent about being a vendor in its own comparison. Its pricing is the highest on the list at every published tier, which buys a narrower, more opinionated product.
Salesforce is the correct answer for a brokerage that is already a Salesforce organisation elsewhere in the group. The integration surface and the reporting are not matched by anything in this segment, and the per-user cost is rational at scale.
A custom build is the right call when the workflow genuinely has no product-market fit — a developer's in-house sales team, for instance. The AED 120,000-900,000 range is a capital cost against a recurring one, but the same source puts ongoing hosting and maintenance at AED 5,000-20,000 a month — over five years that running cost alone can approach the build price, so the arithmetic is less favourable than a one-time figure suggests. What it does not buy is a product roadmap; every subsequent change is another quote.
LeadRat is actively sold into this market but publishes no price. That is not a criticism of the product, which is not assessed here. It is a note that any shortlist including it requires a sales call before the budget line can be filled in.
Tend is an AI WhatsApp agent with a CRM behind it, priced per agency: AED 499 (3 agents included), AED 999 (5), AED 1,999 (15) and from AED 3,499 (30), with extra agents at AED 99 per month. Every tier has a hard seat ceiling, and Growth and Pro carry a one-time onboarding fee. AI conversation allowances are 300, 1,000 and 3,000 a month across the first three tiers. Prices exclude VAT, and Meta's WhatsApp messaging fees are billed separately by Meta.

What it does: replies to inbound WhatsApp around the clock in English and Arabic (the agent-facing dashboard and system notices are English today), transcribes inbound voice notes, qualifies against real inventory rather than inventing answers, books and reschedules viewings against a calendar, routes to an agent with the full conversation attached, and runs an off-plan structure of developers, projects, units, payment plans and milestones. Projects carry RERA permit, DLD registration and escrow fields — the record, not an approval.
Two design choices are worth naming because they are where it differs structurally rather than cosmetically.
Conversations belong to the agency, not to the agent's handset. When an agent leaves, the thread, the history and the client stay. That is not true of a team running on personal WhatsApp, and it is the difference between losing an agent and losing their pipeline with them.
The AI answers from inventory rows, not from a general model. It will not invent a figure — the failure mode where a bot quotes a price that does not exist and an agent inherits the conversation.
Tend is built for one shape of brokerage: the one whose leads arrive on WhatsApp. In Dubai that is the majority of them — enquiries from Click-to-WhatsApp ads, from a number on a listing, from a referral — and it is the channel where speed decides the deal. Two cases where something else fits better, stated plainly because a mismatched sale is a refund conversation later.
Leads that never touch WhatsApp. A brokerage running on inbound calls and walk-ins does not need a WhatsApp agent, and a conventional CRM is better value.
Portal feed ingestion as the primary channel. Tend does not pull lead feeds from Bayut or Property Finder; its leads arrive over WhatsApp — Click-to-WhatsApp ads, the number on a listing, referrals. A brokerage that wants every portal enquiry piped into one inbox should test that specific capability with the vendors that offer it.
Feature lists do not separate these products; a two-week trial on real traffic does. Four tests answer nearly everything.
Run the same four tests against every product on the shortlist, including this one. Ask each vendor whether the trial runs on your live WhatsApp traffic or on a demo tenant they control — a demo tenant cannot fail test 2.
One split in the DLD H1 2026 data changes the shortlist. Off-plan was 58,840 of more than 86,000 sales but only AED 139.75bn of AED 286.44bn in value — roughly two-thirds of deal count against under half of deal value. Average off-plan ticket is AED 2.38 million against AED 5.40 million completed, a 2.27x difference.
Those averages are this page's own arithmetic on the published DLD totals. A brokerage doing mostly off-plan handles more transactions for less value per transaction, which is an argument for throughput tooling; one doing mostly resale has the opposite problem.
